A new proposal aimed at the Republican heavy House asks for a new view on legalized gaming in Texas. The effort has been going on for over a decade, without good results. However, lower state revenues might be creating the timing gaming proponents have been waiting for.
The Texas Gaming Association Chairman, Jack Pratt, hopes to introduce legal gaming under a new look: resort-style casinos and private charity function poker events geared toward raising money for charity.
Republicans in Texas have been historically against the legalization of gambling. One big opponent, Rob Kohler, a consultant for the Christian Life Commission, voices his concerns: “We found no candidate running who said, ‘If you elect me, we’ll fund education through casinos.'”
Republicans make up 101 seats in the House majority. However, lawmakers have the opportunity to make a change in the way gambling is perceived in Texas. Pratt is working on a bill to be submitted in January with the help of Senator Rodney Ellis, (D-Houston). An amendment to the state constitution would provide for resort-style casino play in several locations in Texas. By keeping the venues upscale and giving opportunities for charity events to use poker as a fundraiser, the tide may turn for this gambling-dry state.
